The Centres for the Integration of Foreigners – thanks to the Law and the Confederation – became a panic throughout the country. There was no explanation that these were not centres for illegal immigrants and that no 1 would sleep there, eat, or get a visa for beautiful eyes. Poland was flooded by a wave of misinformation. Many Poles felt so threatened that protests against the CIC took on a massive scale, and any municipalities, and even the voivodships, have already announced that no centres will rise.
The current government has pushed this plan. He besides recalled that it was a continuation of the program from the times of the Law and Justice. And suddenly, many suffered a shock. due to the fact that the words of the head of the MON changed the communicative a bit.
Surprised by Kosiniak-Kamish's words
– I very much regret that the minister of this government is saying this, again spreading social unrest around the Centres for the Integration of Foreigners and in general around foreigners who are surviving and working in Poland. I am amazed and disappointed – says Katarzyna Kretkowska, Deputy Marshal of Wielkopolska Voivodeship.
It was in this state 3 years ago that the first, pilot-oriented centres for the integration of foreigners were created. present they are the only facilities in the country of this kind that already work, the remainder is in the sphere of plans. So where do they best know if the centers do their job, if not here?
– In Poland we request foreigners, so they are employed in our companies. We have a gap in many industries. I seasonal in horticulture and agriculture, and permanent in construction and transport, among others. So I do not realize the attempts to make social aversion to foreigners working in Poland. CIC employees give them advice. If necessary, they assist in the offices. They aid decision in the thicket of Polish regulations, in logistics. In Poland, the Centres for the Integration of Foreigners are working very well – emphasised Deputy Marshal Kretkowska.
Kosiniak-Kamish: If the CIC does not bring good, it should not be implemented
Let us callback the words of the leader of the PSL, deputy prime minister and head of the MON. Unexpectedly, he suggested that the centers should be liquidated.
"If the Centres for the Integration of Foreigners are not good, I think they should not be implemented," he said in TVN24.
Władysław Kosiniak-Kamish besides said that "if there is no social acceptance for this, then it should not be done." He said the government should "respond to the fears of the citizens we saw in the presidential campaign." And that the CIC "bring up social protests and neglect to fulfil their role".
Does this show that Kosiniak-Kamish felt the social sentiments of the protesters and bowed to them? The protests have been heard for months, opposition actions across Poland could be written epopetia. He himself mentioned that he was at meetings with people who had been mass protesting late "against the PiS integration centres". And that the common people of Ciechanov who protested are "very afraid".
– any protest and others resent that they protest. I'm afraid the Coalition's search for votes on the another side on October 15 ended in a disaster in the presidential election. Therefore, let's focus on the coalition voters and realize what we promised them. And we promised humanitarianism and averting hatred of another social groups or nations in public life – the deputy marshal of Wielkopolska state answers.
As we are convinced, people who aid immigrants and refugees, the opinion of the head of the MON worked like a bull.
– I think it's government populism. That politics prevails over reason, due to the fact that we are terrified to look at posts after the presidential election and to arrange ourselves without looking to the future. This is sad, due to the fact that we deficiency visionaries who would have the courage to solve the problem of foreigners – he responds in conversation with Thematic Anna Lamers, president of the KOSMOS Foundation and the Connector Integration Centre in Toruń.
"This is going towards the voters of Braun and Mentzen"
Anna Lamers works with refugees and migrants all day. She's upset and very disappointed. erstwhile due to Kosiniak-Kamish's words. 2 of the reasons that it was at that time in her voivodship that it was decided that no specified centre would be established in Toruń and in the Kuyavian-Pomeranian area.
– As a country, I think we're shooting each another in the foot. I don't know what the rulers think, but what we hear now makes them sound incredible. I have the feeling that this is like, "We see Mentzen and Braun getting advanced vote support, so we say what they anticipate us to say." This is going towards their voters," says Anna Lamers.
He just doesn't know if this communicative will encourage right-wing voters. On the another hand, the effect can be reversed. I'm terrified of it. I think this is simply a deficiency of will on the part of the rulers. due to the fact that we pour the baby out with a bath and we give ourselves a problem – he says.
Another interviewer working with immigrants says: I was shocked to hear Kosiniak-Kamish. I hope it's not a bow to the Confederacy, but I'm already getting lost in it. They're all like flags. I believe that centres should be established in 49 cities of Poland.
Further part of the article below:
Can changing the communicative of migrants go to the Confederates?
– possibly he will, but it depends on which Confederate voters we are talking about – responds Artur Dziambor, erstwhile Confederate MP, who is active with the PSL today.
– If we're talking about the Confederates of Grzegorz Braun, they'll get nothing but what Grzegorz Braun says. The majority of those who voted for Sławomir Menzten are the mobile electorate who voted for him today, and next day may vote for Zandberg. These are the voters to whom all parties will now effort to scope – he says.
Sam thinks the CIC makes sense erstwhile they meet their assumptions and bring results. “If these centres do not actually fulfil their role, as the Minister said, there is no request for them to continue,” he says. It recalls that it was forced by the EU.
Why didn't Kosiniak-Kamysz talk about this earlier erstwhile a wave of protests against the CIC swept through Poland?
– There is no election now, so there is no reason to fishy that this is simply a run activity. I'm certain Władysław Kosiniak-Kamish, as the head of the MON, is determined to show that this squad cares about our safety. We regularly hear what caused the policy of open borders – says Artur Dziambor. He recalls that PiS, Confederacy and PSL voted behind the wall on the border with Belarus. And it points to a general change in the communicative of the current government regarding immigrants.
“PiS and Confederacy usage against the current government that he gained power with another slogans. But reality has changed. The situation at the border is different present – he says.
"Government shows migration policy under control"
In the exposé, Prime Minister Donald Tusk besides declared that his government would issue 50% little visas for African and Asian countries. Before the weekend, a government information run aimed at illegal immigrants, which, according to Tusk, "will effectively discourage and further discourage possible migrants from taking their direction to Poland".
– It is clear that the government is trying to show that – contrary to what the PiS and the Confederacy accuses it of – it does not leave this subject alone. It shows that migration policy is under control and it is not that no 1 can control what is happening. I didn't take it as a transition to Confederate thinking. Only as evidence that the rulers can now say, "No 1 will accuse us of letting everyone in," says 1 of the interlocutors who carefully approach the words of Kosiniak-Kamish.
But the Foreigner Integration Centers is simply a different story. This is about people who are already in Poland. And besides the deficiency of solid information about what the CIC truly is.
– There was no information on what these centers were. If there was information, there would be no mass protest against them. And so the Centres for the Integration of Foreigners have been cynically utilized for political purposes – our interlocutors say.
What are the Centers for the Integration of Foreigners?
Let's remember what these facilities are. “This is simply a place dedicated to all non-EU foreigners who legally reside in Poland,” Krzysztof Jednak, head of the Migration Policy Department in the Regional Social Policy Centre in Poznań, where the CIC has been operating for 3 years.
They're not centers. Most of the time it's a tiny area in a regular service facility. They employment 2-3 employees. Their main task is to aid integrate foreigners who go to Poland. It is about learning the Polish language, about intellectual support, about legal advice, or about the labour market.
As Anna Lamers says, CIC is in a sense an office or a service office: – It is an institution dealing with the current affairs of foreigners, which is to be easier for them, but besides for us.
It translates graphically that thanks to the CIC there is simply a chance that, for example, queues in offices or to a doctor, are shorter. due to the fact that today, a foreigner who speaks Polish poorly wants to registry a car and has a problem. He's blocking the window. Or the parent goes with the kid to the doctor and cannot communicate, does not know how the Polish wellness strategy works. The line is waiting, the nerves are starting.
The aim is to facilitate the functioning of these people in Polish society. So they can get all the information they request in the malls. Besides, many organisations in Poland already have specified activities. We hear, for example, that already years ago in Gdańsk or in Łódź there were separate departments in offices that served foreigners. For everyone, it was a large help, and it didn't bother anyone.
– This kind of activity has long been carried out in Poland, says 1 of the interviewors.
Like Podkarpacie. This is the Provincial Labour Office in Rzeszów implementing its own task "Podkarpackie Centre for the Integration of Foreigners II", which is co-financed by the EU through the European Funds for Subcarpathia Regional Programme 2021-2027. And it has nothing to do with the CIC, about which the storm is passing in Poland.
I run a mall myself. I know what the problems are. These are not problems called "how to bring household to Poland". These are problems, how to save a kid for school, how to change his class, or how to change his school. How to registry a car. How to find something on the BIP – Anna Lamers mentions.
He emphasises: "The Centres for the Integration of Foreigners will not bring us refugees. It's not a body that's gonna origin visas for them.
– If we don't solve the problems of the foreigners who come to us and our problems with these people, that grenade will detonate in our hands. Antagonisms will form. And thanks to the CIC, you can solve the problem before it grows. We'll cut him off at the dawn – he thinks.
Today, erstwhile she already knows that there will be no specified centres in her voivodship, she expects people like her to work free of charge after hours. We're gonna aid these people. They'll know they can turn to us anyway. erstwhile the war began, my private telephone rang all the time – he says.
What if it turns out that Kosiniak-Kamish's imagination can be realized and Poland will retreat from these facilities in the first place?
– I think we will have a immense problem – he answers.
