"They shut down the net in the country". How do you do that?

Now Iran, before Nepal, Afghanistan, Uganda... erstwhile the net went off in any country, what was truly done? Do the authorities have any mysterious button that separates the full country from the network? As it turns out, it is not that simple and not in all country possible.
