There's no democracy without free people. Freedom above all!
Today, erstwhile democracy needs active and well-organised citizens, it is essential to support the 3rd sector – organisations that unite people, support the improvement of local communities, teach commitment, work and solidarity. This is to be done by amending the Act on the National Institute of Freedom – the Centre for the improvement of civilian Society, which he is writing about and which the legislature of the Republic of Poland dealt with.
I supported this task due to the fact that it increases the financial limits that the state budget can allocate to support civilian society from 2025 to 2036. It responds to circumstantial needs – both from inflation and from the increase in the scale of action and the ambitious objectives of the National Institute of Freedom.
This appropriation is intended to cover, inter alia,:
- institutional improvement of tiny and medium-sized non-large urban NGOs – thus support for those who are frequently left out in the distribution of public funds,
- development of programmes specified as PROO, NEWFIO, Solidarity Corps or Craft Incubator, which build permanent foundations for civilian engagement,
- support for scout organisations and preparation of the planet Scout Jamboree in Poland – events of large educational and promotional importance,
- investment in NIW infrastructure, including the completion of building adaptation to the Institute's fresh office – a prerequisite for the smooth operation of this key institution.
The bill besides allows ministers in charge of individual departments of government administration to commission tasks to the National Institute of Freedom. This broadening of NIW-CRSO competences will increase its flexibility and enable better consequence to diverse social needs. At the same time, what is worth noting, any specified task will should be financed with a suitable peculiar grant, which ensures transparency and financial stability.
It is simply a bill that gives a concrete impetus to the improvement of thousands of NGOs in Poland. And although it does not change the rules spectacularly, it is thanks to specified legislative adjustments that strong, sustainable institutions are built to support democracy and citizenship.
