In the fresh shadow war, the enemy does not gotta cross the border in uniform, send a fighter plane or admit to attacking. He can buy a civilian drone, have it converted by an intermediary, hire an operator, and hit an airport, a warehouse, a vehicle, or a person. States, terrorist organisations and criminal networks have different goals, but they are increasingly utilizing the same technologies, supply channels and methods of concealing responsibility. The drone becomes their common tool, and the line between war, terrorism and crime begins to blur.
