The union is building a bunker. It's expected to defend against Russian eavesdropping

The European Union will build a peculiar area for meetings of heads of state and government. The area will be isolated and secured from the outside and inside using, among others, solutions certified by NATO. Everything to defend participants from eavesdropping.
