Marshal of the Sejm Włodzimierz Czarzasty announced that the veto of president Karol Nawrocki to the Act on crypto-activism and the alleged Chain Act will go to the committee and to the vote. The decision of the head of state called it “absolutely incomprehensible” and announced an urgent procedure in December.
What do we know for sure
Czarzasty reported that he would send the print, direct the President's opposition to the committee's work and search a fast vote. The chain bill is to go to the emergency committee on animal protection and the crypto-activism task to the applicable economical and financial committees. The Marshal assessed the veto as a "next, incomprehensible decision", calling on the president to become more empathetic. To reject a veto it takes 3/5 votes in the presence of at least half of the Members, or a minimum of 276 votes. Jarosław Kaczyński announced that he would not support the rejection of a veto on the "chain", although he had previously supported the bill itself.
What It Changes
The dispute has 2 axes: animal protection standards and code regulation safety. In the case of a “chain” ruling majority will gotta number votes outside their own club, due to the fact that any opposition does not intend to aid break the veto. This raises the political hazard threshold and can force amendments, e.g. with the parameters of the coyotes and transitional periods. On crypto-activism, presidential opposition means a regulatory gap and marketplace uncertainty. The government announces a fast return of the project, but any correction — even erstwhile blocking domains or fees — prolongs the implementation calendar and sustains suspension for companies and customers.
What's next?
The Marshal announces an urgent procedure and a possible vote in December if the committees conclude the reports. Coalition talks and possible modifications to attract the missing voices will be crucial. In the first option, the Sejm rejects veto and laws enter the publication track. In the second option, the deficiency of 276 votes forces a fresh project: in a "chain" — a compromise on parameters and enforceability, in crypto — more precise guarantees of economical freedom and limitations of tools for blocking the parties. In both cases, the political stakes increase, as the failure in December will carry the burden of the dispute to early 2026.
