The Russians are changing tactics. The Twilight of strategical Bombers?

On the issue of a change in Russian tactics, the channel "War Oswiedomitiel" pointed out that Russian command after nearly 4 years of war saw that the attacks on Ukrainian energy infrastructure were not full effective. The blame for this is attributed to... long-range aviation, or bombers – mainly Tu-95 and Tu-160. Why?
