The Russian military will rebuild sooner alternatively than later?

Estonian Defence Minister Hanno Pevkur warned that the war over 9 months has not importantly weakened Russia's military potential, and its armed forces will rebuild “sooner alternatively than later” and scope the level of pre-aggression against Ukraine or outright surpass it.
