Andrzej Duda made this decision, among others, after discussions with representatives of the Social dialog Council. This was crucial for the President, due to the fact that the bill on reducing the contribution has long been controversial, among others, in the opinion of patient organisations. And erstwhile the bill was passed, specified public consultation did not take place.
Another argument for the rejection of the bill was for the president to gotta reduce the proceeds to the NFZ by at least PLN 5 billion per year, without indicating another way to "burden" this hole. And with the current multibillion dollar deficit.
He besides mentioned the unapproved financial plan of the National wellness Fund for 2025, the unpaid overexecution for the last 4th of last year, or the deficiency of the anticipation of financing on a regular basis of wellness care services.
The bill reducing the wellness contribution of the Sejm was passed on 4 April 2025 by the MPs of the Civic Coalition, Poland 2050 and Polish People's Party. Against were MPs PiS, Left and Wheels Together. The Confederation abstained.
The change would benefit 2.5 million entrepreneurs. Entrepreneurs would have a two-elemental basis for the wellness contribution: up to a certain level it would be flat-rate and from surplus income a percentage.
There is, of course, the anticipation that the presidential veto may be rejected by the Sejm, but that requires a majority of 3/5 votes, in the presence of at least half the statutory number of Members. However, judging from different views on the bill among political parties, specified a number of Members speaking in 1 conviction do not seem to have the chance to assemble.
