‘I have a deep conviction and therefore, I think, we are talking about a historical event today, that from now on France and Poland will be able to truly number on each another in these hard times. In any situation, good and difficult. Both of our nations deserve this," said Prime Minister Donald Tusk after signing with French president Emmanuel Macron the treaty on enhanced cooperation and friendship.
President Macron and Prime Minister Donald Tusk signed present in French Nancy a treaty on enhanced cooperation and relationship between Poland and France.
At a press conference, the French president said that the treaty speaks of defence and security, among others.
The Prime Minister and I share a clear and decisive conviction – we request a united, strong, sovereign and competitive Europe. France and Poland can make a very crucial contribution here
“ Macron said.
We have the primary work for peace and safety on our continent, which has been trying to undermine the Russian attack in Ukraine for 3 years, or practically since 10.
“the president of France pointed out.
He added that this work "is based on our firm support for Ukraine to lead to ceasefire, make the conditions for a solid and lasting peace based on safety guarantees."
Macron: In Europe we have a strategical awakening
Together with Poland and our European partners, we decided that we would take greater work for our own defence. We have specified a strategical awakening in European defence. (...) We know that this strategical autonomy must be based on the increased capacity of Europeans to produce their own defence tools and invest in their own reinforcements
said after the Macron Treaty was signed.
As he said, "the pact with Nancy will contribute to strengthening strategical autonomy".
We have besides sent a very clear signal in this treaty due to the fact that we have concluded a common defence and assistance clause, which is an extension of our commitment within NATO and the European Union.
“He said.
This is simply a truly integrated defence partnership which is not intended to replace NATO or the EU, but to strengthen and translate existing links into operational activities
“the president of France pointed out.
Tusk: It's not just about repeating good spells
The Prime Minister said that in the treaty signed on Friday, "it is not just about repeating these good spells about friendship, about a shared history."
History has taught us (...) that good feelings, good intentions, relationship and trust between leaders, between politicians, must besides be followed by hard concretes.
Our nations will feel safe not erstwhile we talk about it, only erstwhile our states and political elites of both our nations are working hard all day to make safety a material fact. To guarantee that our common guarantees of assistance and safety contained in this treaty are not only a evidence of our desires, but a warrant of our lasting security
“ Donald Tusk said.
He expressed his conviction that "from now on France and Poland will be able to truly number on each another in any situation – good and difficult."
I have a deep conviction and therefore, I think, we are talking about a historical event today, that from now on France and Poland will be able to truly number on each another in these hard times. In any situation, good and difficult. Both of our nations deserve it.
said Tusk.
‘There is no united Europe without friendship, solidarity, cooperation"
During a press conference with Macron, Prime Minister Tusk noted that the date of signing the treaty was not accidental.
The head of the Polish government indicated that on 9 May, the date was close to the 80th anniversary of the end of planet War II, 8 May. He besides added that on 9 May Europe Day is besides celebrated.
There is no united Europe without friendship, solidarity and Polish-French cooperation
“ Tusk said.
He said that "this treaty stresses this with peculiar power".
But besides our regular work emphasizes this and gives this expression that without our very close cooperation and without genuine Polish-French relationship and solidarity there would be no talk of a united Europe
said the Prime Minister.
We have both put much work into making the Weimar Triangle an even better tool for solving problems in Europe and in this part of the world. And surely our treaty will besides greatly strengthen this format
“The Prime Minister assessed.
We'll work hard.
— said, adding that the Treaty “does not close, but opens this fresh chapter in our relations.”
We will proceed to work together on a fair and swift peace in Ukraine
“He added.
The head of the Polish government besides announced that Polish-French relationship Day was established on 20 April.
Response in 30 days?
Macron was asked during a joint press conference with Tuski, among others, whether France would be able to respond within 30 days in the event of a threat to Poland.
As regards the mobilisation of military forces, we have the right decision-making mode in France – this is set out in the Constitution
“The French president replied.
We have the right army organization, we have investments and command systems. I have no uncertainty that specified a deployment would be possible if the worst situation occurred.
“ He said.
As he said, the proof is that after Russian aggression against Ukraine in February 2022, France sent its troops to Romania in 5 days.
We have this possibility, and of course it would have been triggered if this kind of aggression had occurred.
“He added.
The fresh treaty, as Tusk explained during the press conference, contains a clause on common assistance, including military assistance in case of emergency.
We offer each another common safety guarantees and you can be certain that the intention and the president and mine is to take this provision fatally seriously.
“The head of the Polish government said.
He pointed out that this Treaty provision would be followed "by applicable operational actions and actions". He pointed to the defence industry, strategical thought and preparation for emergency action.
The Prime Minister besides mentioned the cooperation of both countries on Ukraine. He assured that the intention of both states was that "the practice should show all day that it is not an empty record"
It is not that Poland is asking for safety guarantees today. Today, Poland is building the strongest army in Europe to be an ally for all those who will request aid erstwhile Poland may request help.
“ Tusk declared.
‘Poland has taken on large burdens”
The Prime Minister stressed that "Poland is ready to cooperate in all field in terms of defence". As he pointed out, "it is in our interest, of common interest, to make the most of all the opportunities France and Poland have in the event of a threat to both countries". He stressed that the treaty was not an alternate to cooperation with the US or NATO.
It's precisely the opposite. We have all heard these words repeatedly spoken by our American allies. And we in Poland take these words seriously due to the fact that we take all allies very seriously. And for me, the closest and most accurate cooperation with France is precisely fulfilling this need.
“ Tusk said.
He argued that Europe must be able to defend itself.
Every attacker must fear Europe
“He added.
The treaty does not close, it opens this fresh chapter, we will proceed to work on a fair and swift peace in Ukraine, here low truly bows to Mr president for your commitment
“ Tusk said.
Poland took on large burdens, knowingly, with conviction to aid Ukrainians and Ukrainians during this cruel war, but your commitment to the President's road is invaluable and gives hope that this tragic and unnecessary war will find the finale so expected by everyone in Ukraine and everyone in Europe
He stressed.
President Macron said that "Europe has been dependent – from a safety and defence point of view – on an American ally." He stressed that France had military potential, but "it cannot be said about the full of Europe".
We do not want full independence, of course, we do not want to cut ourselves off from non-European allies, but we here want to follow the way of strategical autonomy. I mean, we want everything crucial to be European and we want to work with our American allies. But wanting to work with an ally is not the same as being dependent on that ally.
“the president of France said.
Macro besides stressed that strategical independency is simply a challenge for European countries for the coming years. He said that he would like to organize joint Polish-French military exercises in the coming months.
After signing the treaty and joint conference, Prime Minister Donald Tusk posted a photograph with president Emmanuel Macron on platform X.
Vive la Pologne, vive la France!
“ He wrote.
