Left proposes a wellness revolution:

• 12-percent taxation on the basis of PIT and CIT alternatively of the current wellness contribution

• the alleged fat taxation entirely directed to NFZ

• fresh distribution of excise duties on alcohol – 80% for NFZ and 20% for state budget

The simulation shows that employees earning up to about PLN 11,000 gross per month, especially those with lower incomes, would benefit from the change.

However, higher burdens would cover the best earners.

Simulations show that on salary:

• PLN 12 1000 gross – monthly net wage would fall by PLN 10.65

• PLN 15 1000 gross – the difference would be PLN 88.30

• PLN 20 1000 gross – PLN 217.74 less

• PLN 30 1000 gross – PLN 498,40 little “on hand”

Left convinces that a uniform rate of 12% with a free amount of PLN 30 1000 would simplify the strategy and relieve the least earners. For entrepreneurs there is simply a safeguard mechanics – a 7% relief, which in practice would mean a 5% effective rate.

I'm not a supporter of the Left, but I've been spending quite a few time in hospitals for years and I'd accept their program. The NFZ does not have adequate resources, and as a consequence the sick are treated worse.

For comparison: in Poland, the wellness premium is 9%, while in Germany it is 14.6% of the base rate plus an additional premium (~2.9%), which is simply a full of about 17–18%.
