While the improvement gap (measured, for example, by GDP per capita) between EU countries is decreasing, growing disparities they are revealed between and within regions. On the 1 hand, we observe spectacular catch-up of the "average EU" by any regions (e.g. Lower Silesia),
and, on the another hand, we see areas (e.g. Italy) that have fallen into drift (development trap) or exhibit a advanced sensitivity (low resistance) to external shocks
(e.g. accelerating climate change, deindustrialisation, uncontrolled migration processes), or They're marginalizing. due to disadvantages (e.g. at the external borders of the EU). Deeper deficits are besides clearly visible on a smaller (local, sub-regional) scale.
Is it essential in this situation is implementing key (EU and national) public policies with greater sensitivity (resolution) territorial? Does the space open for stronger activation stakeholders in local and regional development – their competence, creativity, capacity to build partnerships and social mobilization as well as their innovative possible – to face up to challenges (e.g. energy poverty, natural disasters, radicalisation and social dissatisfaction) which materialize with varying strength in circumstantial locations? Or possibly the effective prescription is decisive action governments and the European Commission, which, through top-down, fast decisions, centrally distributed funds and smart regulation, will activate local and regional communities, showing them attractive and credible Security and improvement prospects? Which model are we closer to in the EU and in Poland? How does that change? Why?
