Russian president Vladimir Putin agreed to a prisoner exchange that released, among others, defence commanders Mariupol and pro-Kremlin oligarch Viktor Medvedchuk, despite the national safety Service (FSB)'s staunch opposition, according to the Washington Post, citing Ukrainian and American sources.
