The contract was signed on November 3. Romanians paid the Netherlands a symbolic euro for the plane. However, the machines, together with the logistical support package for the declared export of goods, were valued at EUR 100 million, which meant that Bucharest had to pay a VAT rate of EUR 21 million for them.
