"The European Union has repeatedly declared that Venezuelan leader Nicolas Maduro does not have the legitimacy to govern and has defended a peaceful transition," EU abroad policy chief Kaja Kallas said on Saturday after talks with U.S. Secretary of State Mark Rubio.
