End of disarmament in Europe? Movement of the Polish Sejm

One of the most crucial disarmament treaties in force in Europe since the end of the Cold War has ceased to apply as a consequence of Russia's resignation. This will have consequences for the anticipation of expanding the Polish Army with fresh units equipped for example with combat helicopters. First, however, a appropriate decision must be made by the Sejm. Does this mean the end of the disarmament treaties in force on the Old Continent?
