Meanwhile, the latest Congressional Budget Office report, prepared at the request of Senator Jeff Merkley, estimates that a layered rocket defence strategy could cost more than $1.2 trillion over 20 years. That's more than six times the Trump administration's first assumptions, which hovered around $175-185 billion.
