The Association Act concerns ministries. They fear abuse

The Ministry of Justice, the Ministry of Justice and the Ombudsman have reservations about the draft law on partnerships. The ministries are afraid that the proposals of the Minister for Equality, Catherine Kotuli, may consequence in abuse. According to the media, it was besides mentioned that these unions - in the opinion of the Ministry of Interior and Administration - "will service another purposes than building relations".
