This year's edition of the Maritime Safety Forum of the State was highly international. The organizers, the Naval Academy and the Management Board of the Warsaw Fair invited to participate in the conference of civilian experts and representatives of war fleets from Denmark, Estonia, Finland, Lithuania, Latvia, Germany, Sweden and the United Kingdom. Apart from them, representatives of the Polish army, specialists from government administration and scientists came to Warsaw. They were to answer questions about challenges facing Poland in the field of maritime safety.

The letter to the participants was sent by Deputy Prime Minister Władysław Kosiniak-Kamysz. The Head of the MON pointed out the changing maritime safety situation and the request to adapt to the fresh reality, among another things, legislation, both national and international. "For effective protection against shadow fleets and sabotage acts, a change of rules is needed, especially at global level. The current law of the sea was written for free navigation and assumed the goodwill of all states. present we know that this is simply a questionable assumption," the Deputy Prime Minister argued and announced that the government wanted to revamp national legislation. "The Ministry of Defence besides prepares draft amendments to respective of our laws, which will allow, among another things, the automatic demolition of costly rockets by Patriot sets, the commanders of Navy ships will give the same powers as the Border defender units, and the ships and aircraft will be able to immediately open fire, e.g. in the event of an attack on Baltic Pipe.”, wrote the Deputy Prime Minister.

The organizers divided the forum into 3 discussion panels. The first was conducted under the slogan: “Security in the Baltic. global cooperation for safety in the region, the second panel was to answer the question of whether the Baltic is "the interior sea of NATO?". The main themes of the 3rd debate were the modernisation of the Navy and the situation of the defence manufacture in the context of maritime challenges. The panel had the title "What the manufacture can offer for Baltic security: maritime situational awareness and capabilities of maritime forces".

Krzysztof Jaworski, stated that the actions of Russia in the Baltic was hard to call another than the war. – At the minute there is simply a hybrid war in the Baltic. There are many aspects to this war. We're dealing with an information war. There is simply a jamming of the GPS signal, but besides the breaking of cables – the admiral said. He warned that most of these actions are not taken in the area of work of the Polish armed forces, but, as he said, "it is hard to talk of the Baltic as a safe sea due to the dangers that the Russian Federation poses."

The forum besides discussed key issues technical modernization programs of the Polish Navy, including a programme to acquisition fresh submarines, as well as ways of securing critical infrastructure, including ports, gas and naphthoports or wind farms.

The Xth Maritime safety Forum of the State was covered by honorary patronage by the Ministry of National Defence, the Ministry of abroad Affairs, the Ministry of Infrastructure, the Office of National safety and the Sejm committees – the Committee on National Defence and the Commission on Maritime Economy and Inland Navigation, as well as by the Ship Forum Employers' Union.
