Nine European countries—Denmark, France, Germany, Italy, Norway, Spain, Sweden, the United Kingdom, and the Netherlands announced in a message released Monday by the Élysée Palace that they will form a coalition with Ukraine to make anti-ballistic capabilities in Europe.
