The fresh commander of the Russian invasion forces, Gen. Sergei Surovikin, became celebrated for his brutality in Syria, but will not lead to further “Syrianization” of the war in Ukraine, due to the fact that Russia does not have adequate air superiority there, according to the American Institute for War Studies (ISW).
