EU Summit: There is no agreement to usage frozen Russian assets to assist Ukraine

Belgium has not received a warrant from EU countries that, in the event of claims from Russia, these are willing to bear joint work for returning frozen Russian assets from which reparation loans to Ukraine will be paid. Did the reparation debt plan yet fail?
