The government has adopted a law implementing SAFE. The first measures may go in March – Deputy Prime Minister Kosiniak-Kamish informed. The head of the MON took part in the conference “SAFE and what's next?” during which he pointed out that the programme increased the possibilities of purchasing in the Polish armory. "This is besides a chance for money from another European countries, which will besides buy in Poland," he said.

Another question is the subsequent usage of increased production capacity, after gathering the needs of the Polish Armed Forces, i.e. uncovering fresh outlets for the Polish arms industry.

"So far, the EU has been reluctant to engage in defence," he added. On the another hand, Magdalena Sobkowiak-Czarnecka, a government typical for SAFE, signaled that there were many myths and misinformation around this project. “A large allocation of funds in the Polish defence manufacture may not be attractive both in the East and in the West”, she noted. She noted that it was not only our purchases, but besides the orders that could be placed in the Polish arms manufacture by another countries participating in the SAFE instrument.

In the case of programmes implemented by MON, the military indicated which equipment is to be ordered and the government had to verify that the order of the product afraid meets the formal conditions for granting backing from SAFE. Minister Sobkowiak-Czarnecka revealed that this was the reason for 2 programs for the State Protection Service. In order to avoid problems with acceptance of Polish plans, among others, the ownership structure of companies was examined.

Deputy Prime Minister Kosiniak-Kamysz referred to the allegation that the money from SAFE would be loans: "We have no choice but to indebt on arms," he commented. On the occasion, representatives of the government noted that EU money had decided to usage Eurosceptic Hungary, and most of the erstwhile Polish abroad purchases located in the United States and South Korea were besides financed from loans that were not as attractive as those under SAFE.

At the same time, the head of the MON stressed that he was in favour of further cooperation with the United States, and in the case of certain U.S. weapons systems, specified as 5th generation F-35 aircraft, there is presently no alternative. In his assessment, SAFE does not block budget expenditure on current and future purchases outside the EU. Apart from the MON budget, specified projects can be financed from the Armed Forces Support Fund.

In order for Poland to be able to usage funds from SAFE, a peculiar bill is needed to settle this instrument in the Polish legal financial system, which the government prepared. However, late there have been public opinions that it may be vetoed by president Karol Nawrocki. The head of the MON is counting on that not to happen. “The president would have a large problem,” said Władysław Kosiniak-Kamish. In his opinion, the veto would origin harm to both the Polish State and the head of the armed forces.
