The sirens have roared, the RCB Alert has not been sent. Is the alarm enough?

Nightly events in Lublin one more time showed what the state's reaction to the possible threat from the air looks like. During the Russian attack on Ukraine, Operations Command of Types of Armed Forces launched appropriate procedures, and F-16 fighters appeared in Polish airspace, among others. In a large part of the Lublin state alarm sirens were incorporated. It was besides considered sending residents to the RCB Alert, but yet it did not. Why?
