Realism alternatively of Delusion

Europe's safety is at a turning point. Russian aggression against Ukraine is not an episode or a regional conflict. It is simply a manifestation of a permanent change in the way you think about strength, sovereignty and boundaries. The return of the large-scale conventional war marks the end of the age of strategical naivety, in which economical integration itself was assumed to warrant peace.

Strategic realism does not mean waiting for the worst, but waiting for what is possible. The work of the State is measured by its ability to act before the threat becomes a fact.

Even the suspension or termination of the war in Ukraine will not mean a return to stability. Russia will not quit its strategical objectives. Freezing the conflict will not destruct the threat – it can only remove it in time. The past of Europe shows that periods of apparent stabilization have been a minute of rebuilding the aggressor's potential.

Poland, as a state of the east flank of NATO, is in the area of constant strategical pressure. Our safety is straight linked to the resilience of the full region – from the Baltic States to Central Europe. Therefore, we cannot afford the comfort of waiting. We gotta decision ahead.

The liable state does not build a strategy on hope, but on hazard analysis and preparedness to act under uncertainty. In a planet where the geopolitics of force have returned, safety must be planned for decades.

Strength and modernity as a warrant of peace

In 2026 the defence budget of Poland will exceed PLN 200 billion. This is the biggest financial effort in the area of safety since Poland's accession to NATO in 1999. In the 1990s, our strategical goal was to anchor Poland in western safety structures. present we are faced with another task – we request to truly strengthen our own defence capabilities in a planet where allied guarantees require support with credible national potential.

The entrance to NATO anchored Poland in the Western world. Today's investment in defence is simply a decision strengthening its own foundations against uncertain reality. A country that does not invest in its safety in times of tension will sooner or later incur much higher costs.

Upon entering NATO, we built an interoperable army capable of interacting with allies and participating in abroad operations. The current decade brings another challenge: to rebuild the capacity to defend the territory, to increase the numbers of armed forces, to make air defence and long-range artillery, to build reconnaissance systems and to respond to hybrid threats.

4% of GDP is more than the value in the budget bill. This is simply a multi-annual financial commitment, an announcement of investments spread over decades and work for the efficiency of each contract. This is simply a decision on a scale beyond 1 word and requires consistent responsibility.

We have concluded over 200 contracts with a full value of about PLN 266 billion. These include, among others, the acquisition of 96 AH-64 Apache helicopters, the improvement of multi-layer air defence systems, the infrastructure for F-35 aircraft, investments in long-range rocket artillery and the improvement of reconnaissance capabilities and anti-drone systems. These are not individual purchases – they are elements of building a coherent deterrent potential.

The Geography of Poland has not changed. The safety environment has changed. In the 1990s we were able to usage the "peace dividend". Today, we are surviving in a time where safety one more time requires tough decisions and real investments.

Failure could prove more costly than investment in defence. The past of Europe shows that strategical inactivity leads to consequences far more serious than erstwhile preventive action. That is why we are consistently strengthening the abilities that are to deter, not provoke. Army strength is not a denial of peace – it is simply a condition of peace.

Poland as a pillar of regional security

By investing in defence, we are strengthening not only our own security, but besides the stableness of the full east flank of NATO. Our military infrastructure, logistics capabilities and operational readiness are crucial beyond national borders.

We are developing an infrastructure that allows the fast adoption and deployment of allied forces. We strengthen transport, retention and communications capabilities, integrating command systems with NATO solutions. Poland is now a strategical logistics hub – both for the alliance presence on the east flank and for Ukraine's support. It is the work that comes from our position, but besides from our decision to be a country of the first European safety line.

We cooperate within the Bucharest Nine, deepen relations with the Baltic and Nordic countries and strengthen coordination in Central Europe. Our aim is to build a regional safety strategy in which interoperability, joint planning and complementarity of capabilities increase the resilience of the full community. Strong Poland is not a competition for Europe – it is simply a strengthening of it.

Economy and manufacture as the foundation of sovereignty

We increase the participation of Polish manufacture in defence contracts – from about 20 percent to nearly 40 percent – by building sustainable national competences and resilience of supply chains. This means not only participation in the assembly, but besides the real transfer of technology, the improvement of service centres in Poland and the expansion of production capacity in key areas specified as large caliber ammunition, artillery systems, air defence components or unmanned reconnaissance systems.

Modern threats are of a multidimensional nature: they include not only military activities, but besides information pressure, cyber attacks, destabilisation of critical infrastructure or attempts to undermine social confidence.

Therefore, we make a strategy of reserves and voluntary military training programs, strengthen the Territorial Defence Army and build an active reserve that allows you to combine work life and readiness to serve. Training programmes for citizens aim not only to increase military competence but besides to prepare the public for emergency consequence – from natural disasters to hybrid threats.

Social resilience is besides education in information safety and prevention of misinformation. In a planet where destabilisation frequently begins by undermining assurance in the institutions of the state, social cohesion becomes a strategical element. We cooperate with local governments and public institutions to strengthen emergency consequence systems and coordinate emergency situations.

We are building a safety model in which the army, administration and society operate as a single system. This approach is akin to the concept of full defense, known from the Nordic countries, but adapted to Polish realities and conditions.

The state is as strong as its community is. Even state-of-the-art weapons will not replace the trust, solidarity and readiness of citizens to act. National resilience is based on the work of each of us and the belief that safety is simply a common task.

Continuity Over Divisions

The modernisation of the armed forces goes beyond the logic of the current political dispute. The agreements we are signing present will be implemented by successive governments. The infrastructure we're building will service the next generation of soldiers. These are commitments spread over decades – financial, operational and strategic.

The maturity of the state is measured by the ability to think strategically and consensus on key issues. If we do not learn to build permanent consent in safety matters, we will weaken our sovereignty.

Therefore, safety must be an area of as broad public approval as possible. It is not about giving up the debate or not being transparent. It is about the ability to keep a lasting direction in fundamental matters for the sovereignty of Poland. The dispute over details is natural in democracy, but changing the strategical course all fewer years would be an example of the weakness of the Polish state.
