– Today, in a geopolitically changing world, customs issues are becoming increasingly important, especially erstwhile we consider information coming from outside the Atlantic.
They are no longer just a subject for statisticians and wise heads, but a certain geopolitical tool. For the first time since the 1960s, the European Customs Code has been reformed to adapt its functioning to changing standards, the world's strength system. 1 component of this improvement is the establishment of a European Customs Agency that will service this crucial function, says Newseria Kamila Gasiuk-Pihowicz, associate of the European Parliament from the Civic Coalition.
According to representatives of the government, Poland will benefit economically and visually from hosting a fresh agency
Warsaw is 1 of the cities applying for the seat of a fresh EU body. We are talking about the European Union Customs Office (EUCA), which will shortly be established in the framework of a thorough improvement of the customs union. The proposals submitted by 9 Community cities have already been assessed by the European Commission and the decision will be taken erstwhile agreement has been reached between the European Parliament and the associate States in the Council of the EU. According to representatives of the government, Poland will benefit economically and visually from hosting a fresh agency.
The Customs Union was established in 1968 as the foundation of European economical integration. Its members are all Union countries, which means the same import rates or duties for goods imported into their territory from 3rd countries. The Union shall guarantee that there are no interior duties on the goods which associate States trade among themselves. Its thorough improvement has been under way since 2023. The nonsubjective is to improve the quality of customs control and cooperation of customs authorities in the context of the very dynamic improvement of online trade. Products purchased abroad do not always comply with EU safety regulations or environmental standards.
The Warsaw candidacy as the seat of EUCA was officially informed in late October 2025.
"One of the objectives of the improvement is to establish an EU Customs Authority. It will be liable for coordinating customs administration work in different associate States. It will besides make and operate an EU Customs Data Centre, a strategy that is expected to replace national customs systems in the future and to be a central data hub where information on the movement of goods will be collected. It is very essential to improve the quality of hazard analysis and to defend our marketplace from the influx of goods that should not affect here," explains Małgorzata Krok, the typical of the Minister of Finance and the economy for the application for the establishment of the EUCA office in Warsaw.
The Warsaw candidacy as the seat of EUCA was officially informed in late October 2025. An authoritative proposal was submitted to the European Commission in early December and last week a presentation of the candidacy was held in the European Parliament.
We would like to make a border safety hub in Warsaw
– We have large experience as Poland in customs matters. We have a land border, a maritime border with 3rd countries, a very experienced customs administration to support specified an office. We already have Frontex, who is liable for safety in terms of the movement of people. EUCA will be liable for the movement and safety of goods. We would like to make a hub of border safety in Warsaw, connect these 2 agencies, exploit the synergies that may arise between them, so that the European Union, our citizens, can be safer, and companies can make better," emphasized Kamila Gasiuk-Pihowicz.
Frontex, the European Border and Coast defender Agency, supports associate States and those associated within the Schengen area in the management of the EU's external borders and in the fight against cross-border crime. It was established in 2004 and is based in Warsaw. This synergy was besides highlighted by the European Commission in its opinion sent to the European Parliament and the Council on 20 January this year.
The EUCA office will be established by co-legislators on the basis of a transparent application process
“The issue of cooperation between border guards and customs officers seems apparent and these institutions will simply work better erstwhile they can function in the same space, in the same city,” says Ignacy Niemczycki, Vice-President of abroad Affairs.
As can be seen on the European Commission website, the location of the EUCA office will be determined by the co-legislators on the basis of a transparent application process. The selection criteria were agreed, including the anticipation to carry out the full scope of tasks and powers of the fresh office, the anticipation of recruiting highly qualified staff, or the provision of appropriate training opportunities. The availability of locations, the presence of educational facilities for children of EUCA staff or access to medical care will besides be taken into account.
