The Goldman Sachs study warns against EU retaliation for 25% of the steel and aluminium tariffs introduced by Trump. Brussels will most likely mark American technology services. Given Europe's major trade deficit in services, the EU can impose severe restrictions on digital giants to balance Washington's business decisions.
