More than 4 million Ukrainians have taken refuge in the European Union after Russia's invasion. Although most inactive want to go home, life in countries specified as Poland, Germany or the Czech Republic has frequently proved more unchangeable than anyone thought. Brussels is now beginning to work on a plan that can decide the future of this full community.
