DECLARATION OF THE president OF THE HIGHEST CONTROL OFFICE

When on 4 December 2019, in an highly breathtaking recording, I informed that I was willing to submit to me the office of president of the ultimate Chamber of Control, but due to the welfare of the home and the fact that as its president I could not let it to become the subject of political competitions and fairs, I did not think thatAt that time, my decision was made in specified highly dangerous circumstances!

According to the National Prosecutor's Office, published a fewer days ago, the second part of the "Report from the survey of matters of public interest", as the president of the ultimate Audit Chamber, I was subjected to the largest political-criminal intrigue of the organized criminal group in fresh past of the 3rd Poland, in order to force me to resign from my position.

According to the published report:

  • The investigation against me was centrally controlled by the National Prosecutor's Office.
  • The function of referees from the Regional Prosecutor's Office in Białystok was brought tofollowing orders and gathering expectations about the direction of the investigation and the way it is conducted formulated by the National Prosecutor's Office.
  • In the surveillance files, you could come across papers related to my case, o political stricte content in the form of guidelines and communicative proposals for the United Right and Media Camp.
  • In the armored cabinet of the prosecutor overseeing my case, a working version of the study from the alleged criminal analysis, which indicated Inability to categorically state the flaws of my property statements! However, in the "corrected" and authoritative report, its authors eliminated the statements unacutely replacing them with categorical statements. The intent of this was to increase the importance and rank of the evidence collected, and consequently to make me like the charges intended to break me, my boy and daughter-in-law.
  • On an unimaginable scale was made to me operational and process activities in the form of eavesdropping mobile phones, safety of electronic data, many controls initiated by the IRS, control initiated by the CBA, countless interrogations of witnesses, including public officers, and even searching my office at the NIK headquarters, or even a court-martial application for legal assistance to the FBI!
  • The first operational-operatorial activities (so-called operational control) CBA started against my individual as early as 4 October 2019, so just thirty-six days after I took office and within 7 days of the formal notification. Given that on 28 and 29 September 2019 it was Saturday and Sunday, the CBA only needed 5 working days for the application against the President-in-Office of the NIK of operational control installed in at least 10objects without the prior consent of the Sejm and the waiver of my immunity!
  • Although the materials obtained during the operational inspection were not No evidence incriminating me, contrary to the current rules, not only have they not been immediately destroyed in accordance with the protocol, but on the contrary, they have been attached to another preparatory procedure, this time directed against my boy and his wife.
  • The then CBA Chief and the 1st Deputy National Prosecutor accepted the fact that operational control continued, despite the deficiency of grounds for extending it. Untrue message thatAs the then Undersecretary of State at the Ministry of Finance, I was to participate in a criminal activity termed media “VAT Mafia in the Ministry of Finance” was abuse, which was intended to emphasize the rightness and importance of the decision taken by the Prosecutor Elizabeth Money and aimed at generating the expected media effect.
  • Eventually, the methodology of criminal proceedings against me was reduced tothe persistent search for any evidence, in the absence of respect for civilian rights specified as correspondence, the right to privacy or the principles of law in the form of presumption of innocence.

The above circumstances only partially show the actual image of the activities of the National Public Prosecutor's Office, the CBA and the National taxation Administration, supervised by members of the PIS government, which at the time were exclusively aimed at achieving political objectives while full violating respect for the independency of prosecutors!

At the same time, a completely fresh dimension takes on calling on the then Prime Minister Mateusz Morawiecki to resign and endanger to apply the alleged "B" plan in case I do not resign from the office of the president of NIK.

Also, the words that Jarosław Kaczyński said to me in 2021 suggesting that I am “a large mistake in our legal system” and that “the man facing serious investigations cannot be president of the ultimate Chamber of Control” no longer indifferent to the public.

On 15 April 2025, 1 year passed since I submitted a reasoned suspicion of the anticipation of committing a crime, which was intended to deliberately search to remove force from the position of the constitutional chief control body of the Republic of Poland and to influence the authoritative activities of the president of the ultimate Chamber of Control.

In the submitted notice, among others, I requested hearings of as many as 36 witnesses including named by name of circumstantial politicians, prosecutors and peculiar services officers who unwittingly and unlawfully followed orders from their superiors.

I believe that the published study and the previously submitted announcement will aid explain all the circumstances of this shameful attack on me and my household and on the Institution that I have come to direct.

This case is no longer simply a substance of Marian Banasia.

We are witnessing a situation where, in the eyes of millions of citizens in the light of cameras, utilizing the full apparatus of the state, the submission of prosecutors and public officers, organized crime group - with force and with full premeditation - tried to forcely overthrow the President-in-Office of the ultimate Chamber of Control.

I'm certain if this maneuver had worked in vain, it would have been in public space to look for information about:

  • inefficiencies in the organisation of envelope elections;
  • irretrievably lost over PLN billion in the construction of the power plant in Ostrołęka;
  • Corruptive mechanisms for the allocation of funds from the Justice Fund;
  • pathology related to the usage of Pegasus or Hermes spyware tocombating political competitors;
  • or spending outside the state budget during the COVID -19 pandemic.

That is why present I address the Bureau of the Sejm and all Members, who, in accordance with the chain of oaths made, promised to do their work to the Nation, to safeguard the sovereignty and interests of the State, to do everything for the welfare of the Homeland and the welfare of citizens, to respect the Constitution and another rights of the Republic of Poland, to request the appointment of an investigative committee, the intent of which will be to explain all the circumstances of the effort to overthrow the constitutional chief control body in the Republic of Poland and to break its resilience and independence.
