"One of the most crucial guarantees of civilian rights is that the military cannot be utilized inside the country. The usage of armed forces to operate within the state (except for circumstantial types of forces, specified as the National defender in the USA or WOT in Poland) is associated - rightly - with countries where democracy is poorly, where there are coups and juntas are installed, and in the case of our country - with dreary martial law. Since maintaining order in the state there are police and possibly another services, subjected to strict civilian control, which, yes, is besides over the military, but inactive more remote. Meanwhile, the government in the present draft Act on the improvement of the actions of the Armed Forces of the Republic of Poland, the police and the Border defender in case of a threat to the safety of the state want to make the military a police force. It is actual that, as part of operations managed separately within the country and not on a permanent basis, but on a permanent basis. The justification for this idea, accepted in the project, is not convincing. This translation of idem per idem: "The above regulations are intended to enable the Armed Forces to carry out their tasks in accordance with the expectations of the State in changing safety conditions". This is an excuse from a much longer argument, which, as it frequently happens with the justifications of laws, does not explain anything. Under fresh competences, soldiers are to have access to the full arsenal of coercion measures that they will be able to usage inside the country - as are the police. This passage is expressly prescribed by the Act on Direct Force and Firearms. It creates anxiety. Yes, the situation is tense, and our regular sense of safety is being tested increasingly. And yet it's inactive not adequate to justify making the army - untrained for police tasks - a cleaning force that can usage overpowering grips, handcuffs, water cannons or paralysers. The only thing missing from the catalog was the service club. It is clearly a circumstantial competence of the police.”
