“Today’s gathering concerns an area where public decisions straight translate into real business opportunities,” said Marek Górski, president of Leviathan, beginning the meeting.
"The function of the state in the economy, especially through companies and strategical assets, is crucial present for the pace and direction of the country's development. For many years, the Leviathan Confederation's entrepreneurs expected unchangeable and predictable operating conditions. We are seeing more and more now willingness of the private sector to participate actively in the implementation of government investment programmes.
The discussion revolved around 3 key areas identified in the study Recommendations EFNI 2025: MAP policies on the promotion of Polish entities – alleged "local content", cooperation between the public sector and private sector in the defence sector and implementation of Directive (EU) No 2022/2381 of the European Parliament and of the Council of 23 November 2022 on improving sex balance among directors of listed companies and related measures.
Polish companies and strategical state projects
During the meeting, the importance of exploiting the possible of national companies in the implementation of strategical state projects and the function of unchangeable cooperation between the private sector and companies with the participation of the Treasury was powerfully stressed. The function of the MAP in building the long-term ecosystem of cooperation between the 2 sectors has besides been highlighted.
– Local content is simply a foundation for the modern economy for the coming decades. The public sector, companies with the participation of the Treasury, are the gestors of immense investment programmes. It's a gigantic flywheel for an economy that has ambitions, and we're already the 20th economy in the world. We want to further develop, to prioritise these most competitive economies. Thinking about local content is for us a connection of this large investment program, which you want to realize with the creation of conditions, to include up to quite a few Polish companies, including private companies. Companies with the participation of the Treasury in carrying out large projects should affect the full marketplace and support the improvement of the private sector of tiny and medium-sized enterprises," said Minister Wojciech Balczun.
– We believe strategical projects should be based as far as possible on the possible of national companies. This approach strengthens not only the economy but besides the long-term resilience of the state", said Marek Górski.
Increasing the participation of women in the authorities of State Treasury companies

The presentation of experts from Leviathan, Alicja Wejdner-Cichy and Małgorzata Miszkin-Wojciechowska afraid issues related to the Directive, analysis of data on the participation of women and men in the authorities of listed companies, and the activities and perspectives of State Treasury companies in this context. The issue of expanding the participation of women in the authorities of State Treasury companies is 1 of the demands of the Confederation of Leviathan.
“This is simply a strategical topic, not a symbolic one,” stressed president Leviathan. “The diversity of competences and experiences translates into the quality of decisions and long-term efficiency of organisations. We are counting on the continuation of good practices in this field in the Treasury companies – and we believe that SP companies will be a good example for another smaller entities - said Marek Górski.
Minister Wojciech Balczun addressed Leviathan's demands and questions raised during the discussion in detail.
"Second Breakfast in Leviathan" is simply a series of closed meetings with key representatives of state administration, initiated by the Leviathan Confederation. The erstwhile editions were hosted by Andrzej Domanski, Minister of Finance and Economy and Jolanta Sobieranska-Greenda, Minister of wellness and Katarzyna Anna Kacperczyk, Undersecretary of State in the Ministry of Health.
