The Ministry of Culture maintains that the most unchangeable and compliant solution is to finance public media missions straight from the state budget.

Thus, the MKiDN referred to the opinion of the Minister of Finance, who, in the framework of the government consultation, identified budgetary risks and a deficiency of anticipation to finance changes before the deficit in the public finance sector fell to 4%. The MKiDN reserves that the position of the MF is simply a vote in consultation, does not prejudge the destiny of the reform.

Ministry of Culture: RTV subscription inefficient and socially unjust

The opinion of the MF to the draft amendment of the Broadcasting and Broadcasting Act states that the proposed solutions will rise the budget's expenditure by approx. PLN 25 billion in the 10 years horizon, including PLN 2.5 billion in 2027. The Ministry of Culture responds that the subscription is permanently inefficient and socially unfair, and in practice the strategy operates through ad hoc budget grants.

Financing of public media missions from the state budget is the only appropriate, systemic and European-standard solution — forwarded the MKiDN in consequence to PAP.

Project assumes liquidation of RTV subscription

According to the project, RTV's subscription will vanish from 1 January 2027, and the backing from the budget is not little than PLN 2.5 billion per year. The government emphasises that EMFA obliges associate States to secure, predictable and independent financing of public media.

MKiDN argues that backing enshrined in the Act and based on clear principles best meets EMFA requirements and strengthens public media resilience to political and marketplace pressures.

Public media are part of democratic infrastructure and their backing must not depend on quasi-taxes or yearly ad hoc decisions.h — stressed the ministry. At the same time, the ministry stresses its readiness to agree on a timetable to take account of budgetary conditionality and the excessive deficit procedure.

The Minister of Finance and Economy suggested replacing RTV with another gross source. He pointed out that the project's solutions make "a very advanced financial impact of a rigid nature". The Ministry of Culture allows negotiations on the date of entry of the fresh rules to be consistent with the State's financial policy. It announces decisions at the phase of government talks and public consultation, with transparency and social dialogue.

The bill provides for liquidation National Media Councils and transfer its competence to the National Broadcasting Council. It is part of a package to strengthen the independency and stableness of public media.

Since January 2026 increased rates RTV subscription: PLN 9.50 per period for radio (in 2025 it was PLN 8.70) and PLN 30.50 per tv (compared to PLN 27.30 in 2025). The provisions supply for reductions and statutory exemptions which proceed to apply.
