The dispute on the Prime Minister's line is gaining momentum, escalating to the crisis in the cooperation of key authorities of the state. Donald Tusk powerfully rejected Charles Nawrocki's allegations of blocking the contacts of the Heads of peculiar Services with the head of state, stressing that the existing rules clearly specify the principles of cooperation. In consequence to accusations of obstruction of officer appointments, the head of government accused Nawrock of escalation of conflict and violation of constitutional standards. The axis of the dispute is simply a substance of control over peculiar services and refusal to delegate officer degrees to officers, which jeopardises the continuity and efficiency of the safety apparatus.

Who's in charge? Dispute over constitutional cooperation formats

The point of the conflict that has been going on for respective days is the issue of access to the heads of service and their actual superior. Prime Minister Donald Tusk and Minister peculiar Services Coordinator Tomasz Siemoniak indicate constitutional and statutory authority of the government to supervise and manage services. In Poland, the Prime Minister of the Council of Ministers (and through him the Minister of Coordinator) holds direct supervision and control over the interior safety Agency (ABW), Military Counterintelligence Service (SKW) and another services. The heads of these services are subject to the Prime Minister, not straight to the President.

Nawrocki accused the Prime Minister that he had decided to “Prohibiting the gathering of the Heads of peculiar Services with the president of the Republic of Poland”. In response, the head of government and Minister Siemoniak stressed that the law does not supply for individual, non-statutory briefings of heads of service with head of state. Instead, there are clearly defined cooperation formats, specified as meetings National safety Council is Cabinet Council. Importantly, the typical of the president shall attend each meeting. College for peculiar Services, which gives the head of state access to key information in accordance with legal requirements.

Prime Minister Tusk, commenting on the president's allegations, stressed that until the president asked him to meet on a circumstantial case, he was the head of the government liable for constitutional standards, He won't let you break the rules.. He said the president had his powers, but "is not from calling on ministers or government officials who are subordinate to the government".

To be Prime Minister, it's not adequate to post posts on X. We inactive request to be able to regulation and put you above organization business.

Officer nominations as weapons in political conflict

The dispute over the access of the heads of service rapidly translated into the most visible component of the conflict: First-rank appointments. Prime Minister Donald Tusk publically accused the president blocking the nomination of 136 future officers SKW and ABW. It is the president of the Republic of Poland who gives the first officer's degree at the request of the competent minister, and this act has a traditionally solemn and apolitical character, which raises the rank of the charges, especially in the context of the ceremonies related to 11 November.

Minister Siemoniak stressed that the refusal to sign these nominations is “great mistake and large shame”, who has nothing to do with the President's false objections. According to the head of the department, the president uses the Pagon as a tool for political combat, by avenging officers, which is consistent with the morale of the services liable for national security. The Minister recalled that Andrzej Duda always respected the principles of cooperation with the services during his presidency through the Prime Minister or Minister of Coordinator and never considered refusing to sign the nomination for the first officer's degree.

I ask for 1 example of the President's individual gathering with the Head of peculiar Service in December 2023 - July 2025. president Andrzej Duda followed the rules and talked about matters...

Nawrocki reposted that it was in cancelled meetings with the heads of service ‘had decisions concerning the appointment of officers’, suggesting that the deficiency of direct conversation prevented him from making a decision. The head of government powerfully rejected this narrative, saying: “I would alternatively that he did not miss the fact and that he besides knew the constitution”.

It's not actual that peculiar services don't give information to the president. He receives the same information as erstwhile officials, as does his law firm. The president's cooperation with peculiar services is governed by regulations that do not provide... pic.twitter.com/2kWHPR35lV

Consequences for State security

The consequence of this dispute is the erosion of the authority of procedures and a real hazard to the stableness of peculiar services, which should be resistant to current political tensions. Officer nominations, given at the request of defence or home affairs ministers, are not just a formality. As head of the armed forces, the president has a constitutional work to sign them.

Tusk, responding to allegations of the President's isolation, assured: “No 1 is forbidden. Chiefs of Service, Ministers, Deputy Ministers will meet with the president if the president asks me what the substance is and what it is.”
