The scale of technology transfer and the bridge solution for the production of fresh ships – questions about these issues were addressed to companies curious in supplying Polish Army with submarines by the “Orki” task force. It is simply a fresh entity appointed by the head of the MON, whose task will be to urge to the government the best offer.

– Yesterday, a task force for the improvement of recommendations on the acquisition of submarines began operating in the Ministry of Defence, said Paweł Bejda, Secretary of State in the Ministry of Defence. The squad will measure the offers submitted to Poland, taking into account the results of the marketplace consultations already conducted by the Armed Forces Agency and urge to the Council of Ministers the choice of the best proposal. “Today we have sent additional questions to all countries active in the process, including technology transfer and bridge capacity,” added the Deputy Minister.
Orca assumes the acquisition of fresh submarines by Poland. The withdrawal from service of Kobben-class ships has left him only in service Eagle ORPBut this unit is approaching the end of its capabilities. Therefore, purchasing fresh units is simply a precedence modernization of the military fleet.
MON must choose from six offers – vessel 212CD (Germany), A26 Blekinge (Sweden), 212FNS (Italy), Scorpene (France), S-80+ (Spain) and KSS-III (South Korea). Apart from the combat capabilities of the units proposed to Poland, the scale of technology transfer to the Polish armory, the participation of the native manufacture in the implementation of the contract and the proposal of the alleged gap filler. The transportation of fresh ships to the Polish Navy will surely take respective years and until then MON expects from the maker a bridge proposal. This may be, for example, the lending of ships of another kind or units of use. This will let the Polish fleet to decision smoothly to fresh ships, without temporarily losing its ability to operate underwater.
Eagle Team
The task force was appointed by order of the Minister of National Defence. His work will be chaired by the head of the MON, whose deputy will be the Secretary of State in the Ministry of Defence liable for method modernization of the Armed Forces of Poland, namely Paweł Bejda. Members of the squad were: Minister competent for state assets, Minister liable for public finance, Minister liable for economical affairs, Head of the General Staff of the Polish Army and Head of the Armed Forces Agency. In order to guarantee efficiency, the above mentioned will be able to delegate to the squad of their representatives. The Armed Forces Agency and the Department of Armed Policy of the MON will, on the another hand, indicate 2 secretaries.
The panel paper besides identified a group of experts to assist in the ongoing work of this body. They will be recruited from the Ministry of Defence (representatives of the departments: budget, innovation, arms policy, military abroad affairs) and troops (General Command, Operations Command, Support Inspectorate). On the another hand, representatives of the Military Intelligence Service, Military Counterintelligence Service and the Military Gendarmerie will be able to act as observers of the team's work.
The order of the head of the MON does not specify how long the task force will operate. 17 September However, the government adopted a resolution on the implementation of the Orca programme, which obliges the Cabinet to sign a contract for fresh submarines by the end of this year.
