The Ministry of Infrastructure wants to amend the rules on bans and restrictions on flights over cities. The government wants to abandon existing assumptions based on administrative boundaries and introduce bans on specially designated zones. We know the cities to be covered.
The Ministry of Infrastructure referred to interministerial arrangements an introductory regulation over the largest Polish cities peculiar zones R. They will extend restrictions and bans on flights over built-up areas, which according to the Ministry will translate into increased safety.

"The aim of the changes is to adapt the rules to the current needs of airspace users and to align the rules with EU requirements" - says the Agency.
The Ministry of Infrastructure will let flights over the suburbs
The explanatory memorandum states that this solution is intended to facilitate the preparation and execution of the flight. It will no longer be essential to find whether the flight over the city will comply with regulations.
Currently, bans and restrictions on flights over cities are developed on the basis of their administrative boundaries. Ministry wants to change it and introduce it Special zones designated in cooperation with the Main Office of Geodesy and Cartography.

According to the explanatory memorandum, R zones will be covered by cities with at least 100,000 inhabitants. The form of the zones will be based on simple geometric figures. The hotel argues that this will consequence in the exclusion of the little compact suburbs from the restricted zones.

The Regulation provides that zones R will include the largest Polish cities: Gdańsk, Kraków, Łódź, Poznań, Warsaw, Wrocław, Bytom, Chorzów, Dąbrowa Górnicza, Gliwice, Katowice, Ruda Śląska, Sosnowiec, Tychy, Zabrze.
The Regulation is to enter into force on 16 April 2026.
