The "grants Act" will introduce amendments to require the approval of a government or a circumstantial authorised individual who will besides be designated by the Government of Georgia.
The receipt of a grant without the approval of the authorities will be prohibited and will entail liability. The author of the changes is the Georgian Dream party.
The bill will be examined and adopted in an accelerated manner. According to the project, the government will have 10 days to agree to grant, and the appeal against the government decision will not halt the implementation of the decision.
The Anti-corruption Office will monitor the granting and receiving of prohibited grants. Furthermore, receiving a grant without an appropriate licence will consequence in a fine for the beneficiary of twice the grant value.
The bill besides provides for exceptions: the work to get government approval will not apply to grants awarded by global sports associations, federations and committees, individual scholarships awarded for secondary and higher education and technological work outside Georgia, as well as grants awarded to global organisations operating in Georgia.
At the end of February this year, the Parliament of Georgia rapidly examined and adopted amendments to the "On Grants" Act. erstwhile the changes enter into force, a state agency will be set up to grant grants to NGOs.
