An investigation or a performance? Investigation Commissions in Poland

In fresh weeks, the Sejm has set up 2 committees of inquiry:

– to examine the legality of the election of the president of Poland in 2020 in the form of a correspondence vote,

– to examine the legality, regularity and usefulness of actions, as well as the occurrence of abuses, negligence and omissions in the legalisation of abroad residence in the territory of the Republic of Poland between 12 November 2019 and 20 November 2023.

On 10 January, the government's coalition plans to establish a 3rd – to examine the legality, regularity and usefulness of operational and investigative activities undertaken, among others, utilizing Pegasus software by members of the Council of Ministers, peculiar services, police, taxation and customs control authorities from 16 November 2015 to 20 November 2023. It would seem that parliamentary committees have a very short past in Poland. In the meantime, any believe that in six years we will be celebrating the 500th anniversary of this institution! Well, in 1530 Sigismund the Old set up an investigative commission composed mainly of senators to analyse a case of real or alleged rape that was to be committed against Annie Tomicka's widow. Seismic committees with investigative powers besides existed in the second Polish Republic.

It was 27 May 1919. The Sejm set up a committee to analyse the “Ukrainian atrocities”. In the 3rd Polish Republic, the first committee of enquiry set up the Sejm of the 4th word of office on 10 January 2003 – to analyse allegations of corruption cases revealed in the media during work on the amendment of the Broadcasting Act, commonly known as the Rivin Commission. The investigation was seemingly trivial as it afraid only 2 words "or a magazine", removed from the government's 2002 draft amendment to the Broadcasting Act, which nevertheless changed the meaning and scope of the Act. As a consequence of the committee's work, the proposal was withdrawn and never entered into force.
