How do you get money for submarines? Argentine dilemma

Following the tragic disappearance of the ARA submarine "San Juan" in November 2017, the Argentine Navy (ARA – Armada de la República Argentina) faced the task of renewing its submarine fleet. On the 1 hand, there is an urgent request to have resources to monitor the vast, exclusive maritime economical region of Argentina, which has an area of more than 1 million km2. On the another hand, there are immense budget difficulties in the state, which not only do not give the anticipation to acquisition fresh vessels, but besides do not let the maintenance of those ships that are already in service.
