Photo by Radosław Sikorski TwitterIn the "Question of the Day" programme in TVP Info, abroad Minister Radosław Sikorski powerfully criticized president Karol Nawrocki for conducting independent actions on the global phase and omitting the subject of war in Ukraine during a speech before the UN General Assembly in fresh York.
The head of Polish diplomacy pointed to the discrepancy between the position of the head of state and the government: “Ukraine is missing. It's very strange. There have been ideological elements unrelated to the subject of the meeting, but this is the beauty of our political life."
The Minister recalled the constitutional division of competences, according to which the creation and implementation of global policy belongs to the exclusive tasks of the Council of Ministers, and the president is obliged to cooperate with the Cabinet. In Sikorski's opinion, the deficiency of a single voice straight weakens Warsaw's negotiating position:
"This is unfortunate: that we have specified a divide is simply a violation of the constitution. The president should represent the abroad policy of the government, even if he disagrees with it. He has a different policy than the government and this does not strengthen Poland's position.”
The head of the Ministry of abroad Affairs besides presented an assessment of the motivations leading the decisions of the Presidential Palace, pointing to polling calculations and the danger of entering into an external disinformation action:
"I am convinced that the president sees a threat from Russia, but on sentiments controlled from outside against Ukraine is trying to increase its support. We have a run of the Russian feeling of Poles on Ukrainians and the European Union. In fresh hours, the jury has called the EU “The 4th Reich”. See on which side of the political scene is the duplication of this propaganda.”
Negotiations on the presence of the US Armed Forces and the second permanent base
Defence cooperation with the United States and the functioning of allied mechanisms under the North Atlantic Treaty were a separate subject of discussion. The Minister noted that the specificity of the geographic location of the US determines a different approach to direct military threats than in Central and east Europe, recalling that Article 5 of the Treaty was launched only after the 9/11 bombings. At the same time, Sikorski emphasized the global dimension of Russian diversion operations, referring to a conspiracy thwarted by the service to lead to assassination on commission in American territory.
Despite the hazard perception differences, the military dialog with Washington is going smoothly, and the intent of the talks is to transform the current U.S. rotational military presence into a permanent presence and to find a second military complex in the country:
"We have talks about a second base in Poland. Government, opposition, president – we all advise that the Americans be here not only rotatingly, but longer. I will not be active in specified a petty organization game, it is simply a substance of safety of Poland. Poles would not forgive us if we were organization politics around this case. The government will not do specified things.”
