Shenzhen: Full implementation of AI throughout the city by 2030

Shenzhen, China's main innovation center, announced an ambitious goal: In the next 5 years, accomplish a full usage package for artificial intelligence (AI), both in households and in all industries.

According to Proposals for the 15th Five-Year Plan (2026-2030) adopted by the Municipal Committee of the Communist organization of Shenzhen, the city is expected to become a planet model by 2035 integrated, universal and highly functional usage of AI.

The paper stresses that AI is to "get to all household" and "support all areas of life and industry" – from public services to industrial production, education, wellness care or logistics.

Strategy "AI+" as the basis for a fresh qualitative economical transformation, with an emphasis on the improvement of its own operating systems, computing chips and ecosystems of large and specialized models (Vertical AI).

In practice, this means expanding computing infrastructure (including intelligent energy and information networks), supporting companies to make local AI solutionsdevelopment Embodied AI and implementation of AI in regular services – including by home assistants, energy management systems and personalized educational tools.

Analysts note that the Shenzhen initiative is not simply a local 1 – it is Part of a broader Chinese technology strategy for sovereigntyto balance the United States' AI dominance.
