She waited a twelve hours for her son's death

In Toruń, the parent of a dead 57-year-old waited respective hours for the death of her son. Eventually, the case was settled and the doctor arrived. In specified cases, Polish regulations are hollow and request to be amended. Is there a chance and how can these procedures be improved?
