The Ministry of Defence presented a study by the squad on the evaluation of the functioning of the alleged Smolensk Subcommittee Antoni Macierewicz. The paper has 790 pages and shows many irregularities. – The squad negatively assessed the action of the Smolensk subcommittee in all aspects. 41 applications for violation of the law will be submitted to the prosecution today, says Deputy Prime Minister Władysław Kosiniak-Kamysz.
The squad for the evaluation of the functioning of the alleged Smolensk Subcommittee, headed by Antoni Macierewicz, has been working since January this year. The decision to establish an expert squad was 1 of the first to be taken by the fresh management of the national defence department. Before that, In December 2023, Smolensk subcommittee was dissolved.
After 10 months of work, a final study was announced. His details were discussed on Thursday by the Deputy Prime Minister, Defence Minister Władysław Kosiniak-Kamysz, Deputy Minister of Defence Cezary Tomczyk, squad president of Colonel Leszek Błach, and experts appointed by MON.
– The team's occupation was not to explain the causes of the air accident of April 10, 2010, but an evaluation of the work of the subcommittee which operated from 2016 to 1923. squad led by Colonel. Blacha did not analyse the accident, but the legality, economy, intent and reliability of actions undertaken by the subcommittee, chaired by Antoni Macierewicz, powerfully emphasized Kosiniak-Kamysz. He informed that the final study prepared by the squad was 790 pages. – The squad negatively assesses the functioning of the subcommittee in all aspects examined. All these criteria indicate infringements. Almost 800 pages of the study form the basis for the consequences and actions of law enforcement authorities," said the Deputy Prime Minister. He announced that 41 applications for infringements would be submitted to the prosecutor's office today. Most of them concern the erstwhile president of the subcommittee of Antoni Macierewicz and Mariusz Błaszczak, erstwhile Minister of National Defence. The MON accuses, among others, of exceeding rights in order to accomplish individual benefits, failure to fulfil obligations, action against the provisions of the Public Procurement Act and protection of classified information, forgery and demolition of aircraft.
– Disaster of April 10, 2010 is 1 of the most tragic events that affected all Poland (...). The disaster, which in the first hours connected Poles, was utilized by many to build political and social division, and as a consequence to the devastating war within society (...). This social division was created on purpose, and this threatens the safety of the Polish state – the head of the MON argued. He recalled that the intent of the subcommittee of Macerewicz was to explain the causes of the plane crash and to present a advice that specified events would never happen again. "This goal was not achieved by the Smolensk subcommittee in any way. The real goal was different. It was about confirming the hypothesis of an explosion.u and further deepening social division and demolition of the national community," Kosiniak-Kamish said.
The president of the Monowski Błach squad explained that the experts working under his direction were guided by the principles of "the purpose, efficiency, economy, legitimacy, regularity and legality of actions undertaken by the subcommittee". “The tasks before us required a thorough and thorough analysis of many thousands of pages of papers submitted to us from various institutions. We have analysed and evaluated over 180 1000 pages of public documents, over 14.5 1000 financial and accounting documents, over 7.5 1000 classified papers and over 15 TB of data," the officer said.
The MON management has calculated a number of irregularities concerning the operation of the Smolensk Subcommittee. Her evidence costs were mentioned. According to Deputy Minister Cezary Tomczyk, the operation of the subcommittee cost the Treasury PLN 81.5 million. Of which 47 million is Cost of the devastated Tupola. Almost 17 million were spent by the subcommittee on the expert reports, 12.5 million were consumed by salaries (the recordholders earned almost PLN 900 thousand), while the million cost the protection of Antoni Macierewicz.
There has been talk of destroyed or lost by the Smolensk Subcommittee. 5 elements of Tupoliev were destroyed and 19 were lost.
Attention was besides paid to experts who were on the subcommittee. As Deputy Minister Tomczyk said, they were people who had no experience in the investigation of air accidents. – Musicologist, acousticist, scientist and Antoni Macierewicz, who is simply a historian – Tomczyk wrote. The subcommittee concluded contracts with experts who “wined cognition on the Internet, including after talking to bloggers.” The Deputy Minister, referring to the causes of the disaster and the manipulation of facts by the president of the Smolensk subcommittee, recalled Macerewicz's archival statement, which claimed that "there was no wing blow to the birch" and then presented details of six analyses prepared for the Smolensk subcommittee by abroad experts. This includes the expertise developed by the National Institute for Aviation investigation (NIAR), Arnold Frank Taylor, Christopher Protheroe. – They were the only experts who had the right to analyse disasters, so their importance is enormous," said Tomczyk. As the Deputy Minister argued, all these reports show that the origin of the crash was the impact of the plane's wing into the birch, and this undermines Macerewicz's repeated hypothesis of an detonation on board Tupolewa. The politician indicated that the president of the Smolensk subcommittee manipulated the expertise, changed the facts and matched them to his thesis. You can't prove the fact with a lie. That is why the work of the sub-committee Macerewicz took so long, so fresh experts were present. Macierewicz's goal was never to end this process and to service propaganda and politics," said Tomczyk.
Cezary Tomczyk citing the Military Counterintelligence Service data revealed that in 2020 Antoni Macierewicz met with Russian Alexander Głaskowo and received data from him regarding the crash at Smolensk. After 5 days, Macierewicz informed the SKW about this fact. The deputy chief of the MON added that during the team's work, “at least 1 more case requiring clarification was identified”. – For 3 years Antoni Macierewicz contacted a man whose actual identity he did not know, allowing him to inform about the activities of the Smolensk subcommittee and making it possible to contact this man with abroad experts – he said.
Deputy Minister Tomczyk urged that no 1 over the scandalous activities of the Smolensk Subcommittee should go on the agenda. “This is simply a serious communicative that must have serious implications for the future. As a citizen, I now number on justice. It was all a lie for public money and individual was building political capital on it," he said.
The final study on the work of the Smolensk Subcommittee will be published on the National Defence Ministry website.
