Members adopted legislature amendments and passed a law implementing the SAFE programme. They argued, inter alia, that the EU debt should not be repaid from part of the state budget for defence and that the spending of funds should be supervised by the services. Almost 12 1000 Polish companies can benefit from the money from the EU programme. The bill is now waiting for the president's signature.
The Sejm passed a law on the SAFE programme, enabling Poland to usage a low-interest debt for defence from the European Union. The Members adopted 4 amendments tabled by the Senate. The work on the fresh regulations lasted a full of respective weeks. Marshal Vladimir Czarzasty announced that he would sign the bill present and send it to the President. Karol Nawrocki, who has so far voiced doubts about the program, will have 21 days to decide.
Repayment of the debt outside the MON budget
The most crucial amendments adopted concern the financing of the repayment of the SAFE loan. The legislature proposed to clarify the rules so that the funds for its operation did not come from the Ministry of Defence budget. A peculiar budget reserve will be established for this purpose.
In addition to this crucial amendment, the fresh law besides introduces responsibilities for the interior safety Agency, the Military Counterintelligence Service and the Central Anticorruption Office. These services are to be liable for strict anti-corruption and counter-intelligence supervision of the usage of SAFE to increase transparency of spending. Another amendment requires MON to study annually to parliamentary committees on the implementation of the plan.
Thousands of Polish companies will benefit
EU safety Action For Europe was created to strengthen the defence capacity of associate States. Poland is expected to be its largest beneficiary and to receive 43.7 billion (nearly PLN 200 billion) in the form of low-interest loans for defence investments. These include the acquisition of drones, air defence systems, ammunition and fresh technologies. The funds are to be spent by 2030 and the debt can be repaid up to 45 years from the date of the payment of each tranche. The government has submitted 139 projects to the European Commission to fund, among others, the anti-aircraft kits Piorun, the fighting Borsuka infantry trucks and the Krab cannon-haubic, as well as the acquisition of Airbus tankers. any of the tasks are to be carried out with European partners and Ukraine.
The government declares that about 90% of the funds will go to Polish companies, which is intended to support the indigenous armaments. As Prime Minister Donald Tusk late emphasized, 20 billion zlotys are expected for Huta Stalowa Wola alone. Today, he announced that thanks to SAFE, nearly 12 1000 Polish companies cooperating with the home arms manufacture will benefit.
