On Friday in the Sejm, a second reading of 2 draft laws on rising fuel prices at stations began.
It is simply a draft amendment to the Act on Oil Stocks, Oil Products and Natural Gas, and to the rules for dealing with situations of threat to the State's fuel safety and disruption of the oil marketplace and the Act on National taxation Administration and the draft Act on Excise Tax.
The amendments to the Excise taxation Act presume that the rates of this work can be reduced by regulation. Previously, the Prime Minister announced the simplification of the excise work to the minimum of the EU – by 29 cents per litre of petrol and 28 cents on diesel.
The second task sets out a precise mechanics for calculating price limits. According to the proposal, the maximum fuel price will be determined according to a circumstantial formula, covering the average wholesale fuel price on the home market, plus excise duty, fuel charge, sales margin of 0,30 PLN per litre and VAT. Sales above the maximum price will be threatened by a punishment of up to PLN 1 million, and controls will be carried out by the National taxation Administration.
