During 3 years of war, Ukraine paid abroad arms dealers $770 million in advances for weapons and ammunition that frequently never arrived, arrived only partially, or turned out to be useless. That’s a crucial condition of Kyiv’s yearly defence budget of $6 billion to $8 billion.
