We know the details of the fresh support programme, which will replace the freezing of heat prices from November 2025. We are talking about a heating stamp that can bring Polish households up to PLN 5250 straight to the account. This is the government's consequence to rising heating costs and the end of universal subsidies. However, not everyone will benefit from this form of help. Income criteria and heat bills will be key. End of freezing prices: Why does a heating voucher replace universal subsidies?
Until 30 June 2025, Poles utilized the mechanics of maximum heat price, which was PLN 119.39 per gigadżul (GJ). Thanks to state subsidies, heating bills were lower for all customers utilizing strategy heat. From 1 July 2025, however, this form of support is withdrawn and heat costs will be determined on the basis of marketplace tariffs. In consequence to possible increases, the government introduces a heating voucher to defend the weakest households.
This change marks a strategical transition from universal price freezing to targeted support, focusing on people with lower incomes. Energy Minister Miłosz Motyka openly warned that the tallness of increases would depend heavy on the degree of energy transformation in individual cities. "There will be no increase in Ciechanów, but in Silesia there can scope a twelve or even a fewer twelve percent," the minister announced. The heating voucher is aimed at households that will most feel the emergence in heating prices. In order to apply for this benefit, precise income criteria must be met. In case of single-person holdingthe monthly income must not exceed PLN 3272,69. For multi-person holdings This threshold is PLN 2454.52 per person.
In addition, the actual usage of strategy heat and the cost of heating is simply a key condition above 170 PLN/GJ. The fresh support is estimated to benefit around 3.3 million households throughout Poland. Importantly, in the event of a slight overrun of the income thresholds, the "gold for gold" rule will be applied. This means that the voucher will be reduced proportionally, but the minimum payment will be 20 zł, providing support even with minimum entitlement.
How much money will go into your account? Amounts from PLN 500 to PLN 5250
The amount of the heating voucher depends on 2 main factors: the period for which it is awarded and the heat prices in the region concerned. The maximum full amount of support may scope PLN 5250 per household.
For the second half of 2025 (July–December)the benefit will be:
- PLN 500, erstwhile the heat price exceeds 170 PLN/GJ but not more than 200 PLN/GJ.
- PLN 1000, erstwhile the heat price exceeds 200 PLN/GJ but not more than 230 PLN/GJ.
- 1750 zł, erstwhile the heat price exceeds 230 PLN/GJ.
On the another hand, for the full 2026, these amounts are respectively higher:
- PLN 1000, erstwhile the heat price exceeds 170 PLN/GJ but not more than 200 PLN/GJ.
- 2000 PLN, erstwhile the heat price exceeds 200 PLN/GJ but not more than 230 PLN/GJ.
- PLN 3500, erstwhile the heat price exceeds 230 PLN/GJ.
These circumstantial amounts show that support is scaled according to the real financial burden facing citizens. This is simply a crucial change compared to the erstwhile scheme, which did not differentiate the aid according to marketplace prices.

In order to receive a heating voucher, it is essential to submit an appropriate application. They will be adopted by municipalities – mayors, mayors and city presidentsWhich means you'll do the formalities at your local office.
