It was established in 2021 by (WARNED!) the head of the Ministry of wellness of the Minister Adam Niedzielski. The same one, who "beknownst" from his decisions on lockdowns, and now his proceeding is lost (but possibly the erstwhile minister of hunger does not die, due to the fact that he received respective tens of thousands of zlotys for a "earning of tears", and the organization strategy usually takes care of his – long-term).
