In the USSR, and later Russia, naval armaments never had priority, but especially in the late 1970s and late 1980s they increased greatly. The USSR as an atomic power, with extended land space and surrounded by separated water reservoirs cared about the construction of warships. But the top precedence was rockets, planes and tanks. With the dissolution of the USSR and the emergence of Russia, ambitious plans to scope the U.S. sea were, of course, destroyed. Especially the 1990s resulted in a large dismantling of the Russian Navy.
