Russian troops inactive far from encircling Bakhmut

The partial success of the Russian troops at Soledar does not prejudge that the invaders will win in encircling Bakhmut. The forces of the aggressor are inactive far from achieving this goal, the American Institute for the survey of War (ISW) said in a fresh report.
