Russian net slows down. What is the reason?

Mobile net in Russia slowed down in all regions but Moscow in February. The reason is equipment shortages, which is the consequence of the withdrawal of Western telecommunications companies after Vladimir Putin's invasion of Ukraine on February 24 last year.
